DECISIONS
Like any federal agency, particularly a law enforcement agency, ICE has encountered its share of controversial issues. From its beginning, some Americans worried about the backlash against Muslim, Sikh, and other non-white immigrants in the wake of the September 11 attacks. The establishment of ICE, in their minds, solidified that fear.
Others feel the United States should have more open borders to allow those fleeing gang and drug-related violence and rampant poverty in Central America a chance at a better life in the United States and a pathway to becoming citizens.
ICE operates several detention centers, or jails, for people the agency has caught attempting to enter the United States without proper legal documents or those who have overstayed their visas. There are nearly 1,5003 detention facilities in the United States, housing approximately 39,000 adults on any given day in 2018. That count includes county jails, Bureau of Prisons facilities, Office of Refugee Resettlement centers, hospitals, and hotels used by ICE.
Death in Detention
Some of the more high-profile controversies involving ICE include deaths in ICE detention centers.1
The data on the number and nature of deaths is not easily obtained because government agencies like the Department of Homeland Security often cite protection of national security as a reason not to make that information public. However, in 2010, the New York Times and the American Civil Liberties Union (ACLU) filed a Freedom of Information Act request and determined that at least 107 people had died2 in ICE detention facilities between 2003, when the agency was established, and 2007.
